About this opportunity
The Department of Education's Office of Special Education and Rehabilitative Services is soliciting grant applications to establish and operate State DeafBlind Projects that provide technical assistance, training, and support to improve educational outcomes for DeafBlind children ages birth through 21. Eligible applicants include state educational agencies, local educational agencies, institutions of higher education, other public agencies, private nonprofit organizations, Indian tribes, and for-profit organizations, with non-SEA applicants required to obtain a letter of support from their state educational agency. Projects must address an absolute priority requiring technical assistance on improving outcomes, increasing early identification and referral of DeafBlind children, facilitating literacy and numeracy development, expanding transition support, increasing family support, and collaborating with the OSEP-funded National Center on Deafblindness. Selection will be based on significance (10 points), quality of project design (35 points), quality of evaluation (20 points), adequacy of resources (15 points), and quality of the management plan (20 points), with a competitive preference priority awarding up to 10 additional points to projects carried out by state educational agencies. Applications must be submitted electronically through Grants.gov by April 21, 2026, at 11:59:59 p.m. Eastern Time.
The total funding available is $1,022,860 distributed across an estimated eight awards with award amounts varying by state, ranging from $71,055 for Maine and New Hampshire to $212,573 for Washington. The project period extends up to 24 months, with no cost-sharing or matching fund requirements, though grantees may recover indirect costs at the lesser of their negotiated rate or 10 percent of modified total direct costs. Projects will be conducted in Connecticut, Maine, Massachusetts, New Hampshire, Oregon, Vermont, Washington, and Wisconsin, with states permitted to apply individually or form multi-state consortia.
