About this opportunity

The Department of Education's Office of Special Education and Rehabilitative Services seeks applicants for personnel preparation programs in special education, early intervention, and related services, with applications due July 2, 2026, under Assistance Listing 84.325K. Eligible applicants are institutions of higher education and private nonprofit organizations with existing personnel preparation programs.

Maximum awards are $1,250,000 over a 60-month project period, with a single budget period cap of $350,000 per year. ED intends to award approximately 35 grants from estimated available funding of $8,750,000, distributed across two focus areas: Focus Area A (infants, toddlers, and preschool-age children with disabilities) and Focus Area B (school-age children with disabilities). At least 70 percent of total award funds must support scholar assistance.

Grantees must use evidence-based strategies to prepare scholars at the bachelor's degree, certification, master's degree, educational specialist degree, or clinical doctoral degree levels to serve in natural environments (home and community settings), early learning programs, child care, classrooms, and schools.

Evaluation uses five criteria: significance (10 points), quality of project design (45 points), quality of management plan (20 points), adequacy of resources (10 points), and quality of project evaluation (15 points). Two competitive preference priorities offer 5 additional points each for applications from Historically Black Colleges and Universities or Tribally Controlled Colleges and Universities, and for new potential grantees without recent discretionary grants in related programs.

Applicants must comply with 2025 Common Instructions for Applicants to Department of Education Discretionary Grant Programs and collect performance data on seven specified program measures. Applications are evaluated by outside experts and program staff under Education Department General Administrative Regulations.

Synopsis

Program Description: The purposes of the Personnel Development to Improve Services and Results for Children with Disabilities program are to (1) help address State-identified shortages and needs for personnel preparation in special education and early intervention, including infants and toddlers, and youth with disabilities; and (2) ensure that those personnel have the necessary skills and knowledge, derived from practices that have been determined through scientifically based research, to be successful in serving those children.

The purpose of the Personnel Preparation of Special Education, Early Intervention, and Related Services Personnel (84.325K) competition is to prepare and increase the number of personnel who have the necessary qualifications to serve children with disabilities. Under this absolute priority, ED will fund grantees that use evidence-based strategies to prepare scholars in special education, early intervention, and related services at the bachelor's degree, certification, master's degree, educational specialist degree, or clinical doctoral degree levels to serve in a variety of settings, including natural environments (the home and community settings in which children with and without disabilities participate), early learning programs, child care, classrooms, and schools.

Assistance Listing Number (ALN): 84.325K.

Applicants are required to follow the 2025 Common Instructions for Applicants to Department of Education Discretionary Grant Programs, published in the Federal Register on August 29, 2025 (90 FR 42234) and available at ED 2025 Common Instructions.
