About this opportunity

The Department of Housing and Urban Development is soliciting applications for the Older Adults Home Modification Grant Program (CFDA 14.921) by August 31, 2026, through cooperative agreements valued at approximately $2 million to $3 million each, with an estimated 32 awards totaling $64 million and a performance period of 36 months beginning November 2, 2026.

Eligible applicants are state and local governments, 501(c)(3) nonprofit organizations, public housing authorities, and special district governments with at least three years of experience providing services to older adults age 62 and older. At least one-third of available funding must support grantees serving substantially rural communities.

No cost share is required. Home modifications are capped at $5,000 per housing unit, excluding occupational therapist or assessment specialist salaries. Eligible activities include grab bars, railings, ramps, lever-handled fixtures, handheld showerheads, raised toilet seats, non-slip strips, and accessibility renovations such as walk-in showers. Applicants must conduct individualized needs assessments using occupational therapists or certified aging-in-place specialists, and all modifications must be performed by licensed contractors in compliance with local and state regulations.

Applications are rated on four factors: organizational capacity and experience (30 points), program need and community demographics (20 points), program strategy and management including Section 3 compliance (30 points), and budget proposal (20 points), with up to 2 preference points for Opportunity Zone activities. Funding flows to applications scoring 75 points or higher in ranked order. Applicants must comply with federal procurement regulations, lead-based paint rules for pre-1978 housing, civil rights requirements, Section 3 economic opportunities, environmental review procedures, and quarterly progress reporting. HUD reserves the right to reduce award amounts or approve a single no-cost extension of up to 12 months.

Synopsis

The overall purpose of the Older Adult Home Modification Program (OAHMP) is to assist experienced nonprofit organizations, state and local governments, and public housing authorities in undertaking comprehensive programs that make safety and functional home modification repairs and renovations to meet the needs of low-income seniors. The goal of the home modification program is to enable low-income elderly persons to remain in their homes through low-cost, low barrier, high impact home modifications to reduce older adults" risk of falling, improve general safety, increase accessibility, and to improve their functional abilities in their home. This will enable older adults to remain in their homes, that is, to "age in place," rather than move to nursing homes or other assisted care facilities.
