About this opportunity

The Office of Juvenile Justice and Delinquency Prevention (OJJDP), a division of the Department of Justice Office of Justice Programs, seeks grant applications from state governments to implement targeted solutions that improve the efficiency and cost-effectiveness of juvenile justice system operations. Applicants must develop and execute data-driven initiatives addressing high-cost drivers of crime while improving youth outcomes and reducing system expenditures. Key objectives include conducting comprehensive system assessments, identifying cost drivers, implementing evidence-based practices, and reinvesting savings into prevention and intervention programs, with particular emphasis on reducing racial and ethnic disparities and addressing behavioral health needs. Evaluation criteria will include eligibility and responsiveness reviews, as well as merit, programmatic, budget, and risk assessments as detailed in the full Notice of Funding Opportunity (NOFO). The application deadline is June 8, 2026, with the posting date of April 28, 2026.

Individual grant awards under the Justice Reinvestment Initiative typically range from approximately $500,000 to $7,500,000, with performance periods spanning two to three years. Funded activities encompass stakeholder engagement, policy development, training and technical assistance, data analysis and infrastructure development, and multi-component program implementation across law enforcement, courts, corrections, probation, diversion, and reentry services. Place of performance will occur at the state and local level where justice system reforms are implemented, with recent awards supporting initiatives across numerous states including Mississippi, Michigan, North Carolina, Minnesota, Pennsylvania, Texas, Nebraska, and Oregon. Successful applicants must accept or decline their award package within 45 days of notification and comply with all applicable financial management, record-keeping, and audit requirements.

Synopsis

This NOFO will support states to improve the efficiency and cost-effectiveness of juvenile justice system operations by implementing targeted solutions to high-cost drivers of crime and improving youth outcomes.
