About this opportunity
The Office of Juvenile Justice and Delinquency Prevention (OJJDP), under the Department of Justice Office of Justice Programs, seeks applicants to develop and expand community-based treatment programs serving justice-involved youth under age 18 with substance use disorders (SUD) and co-occurring mental health and substance use disorders (MHSUD). Eligible applicants include state governments, city/township governments, tribal governments, 501(c)(3) nonprofits, non-501(c)(3) nonprofits, and county governments. The primary objective is to improve responses to and outcomes for youth with substance use and mental health needs by increasing access to community-based treatment options and preventing further justice system involvement. Applications will be evaluated through eligibility and responsiveness reviews, merit assessments, programmatic and budget evaluations, and risk analyses as specified in the formal Notice of Funding Opportunity. The application deadline is May 8, 2026.
This opportunity is funded through the Comprehensive Opioid, Stimulant, and Substance Use Program (COSSUP, CFDA 16.838), with recent awards ranging from approximately $248,000 to $8.9 million per recipient for typical project periods spanning three years. Successful applicants must comply with federal administrative requirements including 2 C.F.R. Part 200, maintain records for three years following the final expenditure report submission, and accept or decline awards within 45 days of notification through the JustGrants system. Performance of work will occur across all fifty states and tribal territories, with focus on communities experiencing elevated substance use disorder prevalence and justice system involvement among youth populations.
