About this opportunity

The Office of Juvenile Justice and Delinquency Prevention (OJJDP) is soliciting applications to fund the implementation and delivery of mentoring services to youth ages 17 and younger who are at risk or high risk for delinquency, victimization, and juvenile justice system involvement, with an SF-424 submission deadline of October 29, 2026, at 11:59 p.m. ET.

Eligible applicants include state and local governments, educational institutions, nonprofits with 501(c)(3) status, and federally recognized Native American tribal governments. Applicants must be mentoring organizations that have operated for at least three years and currently deliver a structured, standalone mentoring program; the primary applicant must be the organizational headquarters, though services may be delivered through subawardees implementing the same program model.

OJJDP will distribute approximately $27.2 million across three funding categories with 15 anticipated awards (5 per category). Category 1 supports organizations operating in one state with maximum funding of $1 million. Category 2 supports organizations in 2 to 10 states with funding from $1 million to $4 million for organizations demonstrating broadest reach. Category 3 supports organizations in 11 to 44 states with funding from $2 million to $4 million for broadest reach. All awards are 36-month grants beginning January 1, 2027.

Mentoring services may be delivered through one-on-one, group, peer, or combined models. The application requires two-step submission: the SF-424 form via Grants.gov by October 29, 2026, at 11:59 p.m. ET, and the full application in JustGrants by November 5, 2026, at 8:59 p.m. ET. Required components include a proposal questionnaire addressing need, goals and objectives, project design and implementation, and organizational capabilities; detailed budget; program model overview; organizational history documentation; and an executive summary chart listing subawardees, youth to be served, and mentors to be recruited. The proposal narrative is weighted at 85 percent of the application score. Applicants may serve only one category. Unallowable costs include incentives for youth, food and entertainment, and training and technical assistance delivery. The program is identified under CFDA 16.726 (Juvenile Mentoring Program).
