Eligible applicants are limited to state governments and county governments only. No cost share is required. The program will make three awards of up to $1,324,666 each from a total funding pool of $3,974,000. The 36-month award period begins January 1, 2027.
Applicants must address high-cost drivers of crime and improve youth outcomes by identifying specific juvenile justice system challenges and implementing targeted, measurable solutions. Priority areas include mental health and substance use disorder services, data collection and case management systems, court processing and operations improvements, and programming for young adults including workforce development and housing support. Unallowable activities include programs violating federal immigration law, civil rights laws, or providing legal services to removable aliens.
