About this opportunity
The Office of Juvenile Justice and Delinquency Prevention (OJJDP) is soliciting applications for a cooperative agreement to maintain and enhance the Internet Crimes Against Children Data System (IDS), a secure platform supporting 61 multiagency task forces conducting investigations, forensic examinations, and prosecutions of technology-facilitated child sexual exploitation, with an SF-424 due by October 1, 2026. Only the National White Collar Crime Center (NW3C) is eligible to apply; this is a single-award opportunity. No cost sharing is required.
The award ceiling is $900,000 for a 12-month period of performance beginning October 1, 2026. The IDS supports case deconfliction, real-time reporting of child exploitation cases, data collection and analysis, secure law enforcement network connections, training and technical assistance, and inter-agency collaboration for federal, state, local, and Tribal law enforcement agencies authorized to investigate child exploitation.
The SF-424 must be submitted through Grants.gov by October 1, 2026, at 11:59 p.m. ET; the full application follows through JustGrants by October 9, 2026, at 8:59 p.m. ET. The proposal narrative must not exceed 20 pages and address need for the project, project goals and objectives, project design and implementation, and organizational capabilities. Required deliverables include statistical data on child sexual abuse material trafficking, IDS Standard Operating Procedures, and a comprehensive training and technical assistance plan.

Synopsis
This is a notice of funding opportunity (NOFO) for the OJJDP FY 2026 Internet Crimes Against Children Data System Enhancements. This opportunity supports a national network of 61 multiagency, multijurisdictional task forces engaged in investigations, forensic examinations, and prosecutions related to technology-facilitated child sexual exploitation. The ICAC Data System (IDS) assists and supports the ICAC task forces and affiliated credentialed law enforcement agencies authorized to investigate child exploitation in accordance with federal, state, local, and Tribal laws. IDS allows credentialed users, including federal, state, local, and Tribal agencies and ICAC task forces investigating and prosecuting child exploitation to contribute and access data used to resolve case conflicts. It also facilitates the development of essential software and network capability for law enforcement participants and provides direct hosting and support for online investigations of child exploitation activities.
