About this opportunity
The Office of Juvenile Justice and Delinquency Prevention is soliciting applications to establish new or enhance existing family treatment courts serving parents with substance use disorders involved with the child welfare system, with an application deadline of November 16, 2026 for SF-424 submission in Grants.gov and November 23, 2026 for full application submission in JustGrants. Applicants must provide a 25 percent cost-share match, with federal funds covering no more than 75 percent of total project costs.
Eligible applicants include state governments, county governments, city or township governments, and federally recognized Native American Tribal governments. Two funding categories are available: Category 1 supports establishment of new family treatment courts (up to $850,000 per award, 5 anticipated awards), and Category 2 supports enhancement of existing fully operational courts (up to $750,000 per award, 6 anticipated awards). Total expected funding is $9,020,000 across 11 awards. The award period is 48 months beginning January 1, 2027.
Family treatment courts must provide intensive judicial monitoring, mandatory periodic drug testing, coordination with prosecutors and child welfare agencies, and treatment adjustments for participants failing drug tests. Participation is prohibited for individuals charged with or convicted of violent offenses. Applications must demonstrate program need, project goals and objectives, implementation design, and organizational capacity.
The proposal questionnaire is weighted 55 percent of the scoring decision, comprising need assessment (5 percent), goals and objectives (15 percent), project design and implementation (35 percent), and organizational capabilities (30 percent). Budget detail accounts for 15 percent of the score. The program is funded under CFDA 16.838 (Comprehensive Opioid, Stimulant, and Substance Use Program).
Synopsis
This is a notice of funding opportunity (NOFO) for the OJJDP FY 2026 Family Treatment Court Program. This opportunity will support state and local courts, units of local government, and federally recognized Tribal governments to establish new, or enhance existing, family treatment courts to ensure the provision of substance use treatment and other services that improve child, parent, and family outcomes. Family treatment courts serve parents who require treatment for a substance use disorder and who encounter and are engaged with the child welfare system because of child abuse, neglect, or other parenting issues. Family treatment courts provide intensive judicial monitoring and interventions to treat parents' substance use and/or co-occurring mental health disorders.
