Eligible applicants are 501(c)(3) nonprofits, non-501(c)(3) nonprofits, state governments, county governments, city and township governments, and federally recognized tribal governments. The program requires no cost-sharing match.
Total funding is $4 million distributed across six anticipated awards of up to $650,000 each. The award period runs 36 months beginning January 1, 2027.
Selected programs will develop or expand cross-system approaches to improve responses and outcomes for youth with substance use and mental health needs who are at risk of or already involved in the juvenile justice system. Priorities include increasing access to community-based treatment, improving identification and referral processes, and diverting youth from the juvenile justice system where appropriate.
Applications proceed in two stages: Step 1 requires completion of the SF-424 form on Grants.gov by November 16, 2026 at 11:59 p.m. ET; Step 2 requires full application submission in JustGrants by November 23, 2026 at 8:59 p.m. ET. Required components include Standard Applicant Information, Proposal Abstract, Proposal Questionnaire, Budget, and supplemental forms addressing organizational capacity, financial management, and agency funding priorities.
The Proposal Questionnaire for Project Design and Implementation carries the highest weight at 35 percent of the application score, followed by Capabilities and Competencies at 30 percent, Project Goals and Objectives at 15 percent, Budget at 15 percent, and Description of Need at 5 percent.
This opportunity is assigned to CFDA 16.838, Comprehensive Opioid, Stimulant, and Substance Use Program.
