About this opportunity

The U.S. Small Business Administration (SBA) is seeking proposals from eligible state entities, including state governments and public/private higher education institutions, to participate in the State Trade Expansion Program (STEP). The objective of STEP is to increase the number of U.S. small businesses that export, the dollar value of exports, and the number of small businesses exploring significant new trade opportunities. Eligible applicants must demonstrate export experience, performance measures, direct benefits to eligible small business concerns, collaboration with partners, and data collection capabilities. The application deadline is June 6, 2024, and proposals must be submitted electronically via Grants.gov.

SBA will award $20 million in fiscal year 2024 for this program, with individual awards ranging from $100,000 to $900,000. The awards will be for a 24-month period of performance starting September 30, 2024. STEP funding is typically used to support a variety of export-related activities, such as export training, trade missions, international marketing assistance, trade show participation, market research, and technical export support services for eligible small businesses.

Synopsis

Under 15 U.S.C. § 649(l), the State Trade Expansion Program (STEP) authorizes the U.S. Small Business Administration (SBA) to make grants to States, and the equivalent thereof, to carry out projects that help develop exports by eligible small business concerns (ESBCs) (as defined in Section 8.1.5). The objective of STEP is to increase (1) the number of U.S. small businesses that export, (2) the dollar value of exports, and (3) the number of U.S. small businesses exploring significant new trade opportunities (as defined in 8.1.15).
