About this opportunity
The U.S. Department of Education's Office of Special Education and Rehabilitative Services (OSERS) is seeking applicants to establish and operate the National Center for Accessible Education Videos through a cooperative agreement mechanism. The Center will oversee the selection, acquisition, captioning, audio description, and American Sign Language interpretation of educational media and materials for distribution through a free online loan service to students with disabilities and educators in early childhood through grade 12 settings. Applicants must demonstrate how the Center will acquire accessible materials, develop or enhance an accessible online platform, coordinate with other Accessible Education Video Projects, appropriately utilize artificial intelligence technology, provide training and support to educators and families, and systematically disseminate products to varied audiences. The evaluation will be based on five criteria: Significance (10 points), Quality of Project Design (35 points), Quality of Project Evaluation (20 points), Adequacy of Resources (15 points), and Quality of Management Plan (20 points). Applications are due June 26, 2026, with an intergovernmental review deadline of August 25, 2026.
The maximum award is $2,600,000 for a single 12-month budget period, with one anticipated cooperative agreement to be funded from the estimated $2,600,000 in available funds. The project period extends up to 60 months, allowing for a comprehensive five-year initiative. Performance will occur at the applicant institution with nationwide dissemination activities. The program does not require cost sharing or matching funds and imposes no program-specific limitations on administrative expenses. Eligible applicants include state educational agencies, local educational agencies, institutions of higher education, private nonprofit organizations, Indian Tribes or Tribal organizations, and for-profit organizations.
Synopsis
Program Description: The purpose of the Educational Technology, Media, and Materials for Individuals with Disabilities Program is designed to improve results for children with disabilities by (1) promoting the development, demonstration, and use of technology; (2) supporting educational activities designed to be of educational value in the classroom for students with disabilities; (3) providing support for captioning and video description that is appropriate for use in the classroom; and (4) providing accessible educational materials to students with disabilities in a timely manner.
In alignment with the requirements in the Individuals with Disabilities Education Act (IDEA), this competition establishes a National Center on Accessible Education Videos. Specifically, section 674(c) requires, in part, that the Secretary of Education support video and audio description, open captioning, and closed captioning, which is appropriate for use in early learning and kindergarten through grade 12 (K-12) settings of (a) television programs, (b) videos, and (c) other materials, including programs and materials associated with new and emerging technologies. Additionally, this section requires support of distributing such materials through such mechanisms as a loan service.
ALN: 84.327N.
