About this opportunity
The Department of Education's Office of Postsecondary Education is seeking a cooperative agreement to establish a coordinating center for institutions of higher education offering inclusive comprehensive transition programs for students with intellectual disabilities. The primary objective is to create a technical assistance entity that will develop evaluation protocols, help institutions award meaningful credentials, analyze funding streams, develop model agreements, and facilitate communication between transition programs. Eligible applicants must demonstrate expertise in higher education, education of students with intellectual disabilities, comprehensive transition program development, and evaluation techniques. The program includes an absolute priority of establishing a coordinating center with specific technical assistance responsibilities and an invitational priority encouraging research translation and best practices dissemination. The application deadline is August 13, 2025, with applications to be submitted electronically through Grants.gov following the Department of Education's Common Instructions for Discretionary Grant Programs.
The cooperative agreement will provide up to $2,000,000 for a 60-month project period, with the coordinating center expected to serve institutions both participating and not participating in the existing Transition Programs for Students with Intellectual Disabilities into Higher Education (TPSID) program. The project will focus on national-level coordination and support, with the selected organization serving as a central hub for technical assistance, knowledge sharing, and program development across the country. Successful applicants will be responsible for hosting annual meetings, convening workgroups, and developing recommendations for accreditation standards related to postsecondary programs for students with intellectual disabilities. The program aims to support comprehensive transition initiatives that enhance educational opportunities and potential career pathways for students with intellectual disabilities.
