About this opportunity
The U.S. Department of Education's Office of Elementary and Secondary Education (OESE) is seeking applicants to support evidence-based research, demonstration projects, and innovative strategies that enhance elementary and secondary schools' capacity to identify and serve gifted and talented students, with particular emphasis on underrepresented populations including economically disadvantaged students, English learners, and children with disabilities. Eligible applicants include state educational agencies, local educational agencies, the Bureau of Indian Education, institutions of higher education, and other public or private organizations. Key objectives include developing new identification methodologies, implementing acceleration pathways, and delivering professional development to educators. Applications will be evaluated on four primary criteria: quality of project design (40 points), quality of management plan (40 points), adequacy of resources (10 points), and quality of evaluation (10 points). Two absolute priorities require projects to develop new information improving schools' identification and service capabilities, with Absolute Priority 1 specifically limited to state-level applicants or consortia. The application deadline is June 23, 2026, with a notice of intent to apply due by May 11, 2026.
Approximately $9,000,000 in discretionary grant funding will support an estimated 17 awards ranging from $400,000 to $650,000, with an average award of $550,000. Projects may operate for up to 60 months following an initial competitive award. No cost sharing or matching funds are required, and grantees may utilize an unrestricted indirect cost rate. Performance will be tracked through eight measures addressing student identification rates, service delivery, achievement gains, and educator professional development outcomes. Projects will be conducted nationwide across diverse school settings, with recipients responsible for demonstrating equitable participation of private school students and teachers.
