About this opportunity

The Department of Education's Office of Elementary and Secondary Education (OESE) is seeking applicants to establish and operate the National Comprehensive Center on Improving Literacy for Students with Disabilities (NCIL), a capacity-building center providing training, technical assistance, and professional development to state educational agencies, regional educational agencies, local educational agencies, and schools. The center must identify or develop evidence-based literacy assessment tools, instructional strategies, and accommodations for children from early childhood through high school at risk of literacy deficiencies due to disabilities including dyslexia and developmental delays affecting reading, writing, language processing, comprehension, or executive functioning. Eligible applicants include research organizations, institutions of higher education, agencies, partnerships, and individuals with demonstrated capacity to execute the required activities. Applicants will be evaluated based on three criteria: Significance (15 points), Quality of Project Design (55 points), and Quality of the Management Plan (30 points), with an optional competitive preference priority for state or tribal educational agency leadership providing up to 10 additional points. The application deadline is June 30, 2026, with an intergovernmental review deadline of September 8, 2026.

The Department intends to fund one Content Center with estimated available funds of $1,485,000 and a maximum annual award of $1,500,000 for a single 12-month budget period, with a project period extending up to 60 months as a cooperative agreement. The center must deliver products regionally to diverse state educational agencies, local educational agencies, and schools while establishing client-driven annual service plans, creating performance management systems, and participating in national program evaluation. Performance expectations include providing family support information, developing professional development curricula for educators, and offering technical assistance to Regional Centers. Applicants must register with SAM.gov and Grants.gov and comply with the 2025 Common Instructions for Applicants to Department of Education Discretionary Grant Programs. The work will be conducted on a national scale, serving as a hub for literacy improvement initiatives across all states and regions.
