The Centers for Medicare & Medicaid Services (CMS) is offering cooperative agreements through the Nursing Home Staffing Campaign (NHSC) to increase the availability of Registered Nurses (RNs) working in nursing homes and state survey agencies. Eligible applicants include non-501(c)(3) nonprofits, private and public higher education institutions, small businesses, and 501(c)(3) nonprofits. Recipients will administer financial incentives such as tuition reimbursement of up to $40,000 and $10,000 stipends over three years to RNs who commit to work in qualifying nursing homes or state survey agencies. Applicants must demonstrate experience working with nursing schools and administering similar incentive programs. An optional letter of intent is due January 24, 2025, and an informational webinar will be held on January 29, 2025, with applications due March 7, 2025.

CMS will award approximately $80 million in total funding over 5 years (May 2025-May 2030) to 5-10 recipients, with individual funding ranging from $5-20 million per budget period. Recipients will be assigned to one of six geographic regions and will be required to set up the necessary infrastructure within 6 months, conduct an 18-month recruitment period, verify RN eligibility and employment, and track fulfillment of work commitments.
