About this opportunity

The Nuclear Expediting the Energy Transition (NEXT) One Stop Shop for Small Modular Reactor (SMR) Support Program seeks proposals to provide technical, financial, regulatory, and educational advisory services to support partner countries' consideration and potential deployment of SMR technology. The Department of State Bureau of International Security and Nonproliferation will award up to $14 million through 4 to 10 cooperative agreements ranging from $50,000 to $5 million each. Proposals are due January 31, 2024 and will be evaluated based on technical approach, organizational capabilities, budget, measurable impacts, and diversity considerations. Eligible applicants include non-profits, educational institutions, federally funded research centers, and for-profits.

Key services sought include targeted consultancies, academic partnerships, financial consulting, SMR simulators and training, and capacity-building study tours. Recipients will report financial and program data according to 2 CFR 200 and Foreign Assistance standards. Places of performance will be in partner countries considering SMR technology, with the goal of establishing responsible nuclear decision-making processes and converting coal plants to SMR technology.

Synopsis

CTR administers the Foundational Infrastructure for Responsible Use of Small Modular Reactor Technology Program (FIRST), announced by the White House at the Leaders' Summit on Climate in April 2021. FIRST provides technical capacity-building support to potential nuclear energy newcomer countries and current nuclear energy countries that are considering small modular reactors (SMRs) and other advanced reactor designs to meet their clean energy needs, consistent with the highest international standards of nuclear security, nonproliferation, and safety. FIRST is designed to enhance U.S. bilateral and multilateral cooperation, consistent with the International Atomic Energy Agency's (IAEA) nuclear energy infrastructure development milestones approach, in nuclear energy infrastructure development, nuclear security, and capacity-building. In so doing, the program supports secure, safe, and proliferation-resistant deployment of SMRs or other advanced reactors to partner countries.
