About this opportunity

The Department of State Bureau of Population, Refugees and Migration is forecasting a request for concept notes on or around April 28, 2022 to fund specialized technical assistance projects that build capacity within the Reception and Placement Program, with cooperative agreements available as the funding instrument.

Eligible applicants are 501(c)(3) nonprofits and non-501(c)(3) nonprofits. Organizations may apply individually or as consortia, provided that consortia designate a lead applicant at both concept note and full proposal stages. The Bureau welcomes applications from organizations that have not traditionally participated in the R&P program.

The initiative aims to improve outcomes for refugees resettled through the U.S. Refugee Admissions Program by building the capacity of and expanding the group of partners providing technical expertise and support. Technical assistance projects must address one or more of the following capacity-building topics: identifying and developing new and innovative housing programs for newly arriving refugees; deepening community engagement in refugee resettlement, including through community sponsorship programs; supporting and facilitating the entry of new partner organizations to participate in R&P; and strengthening the ability of current R&P partners and communities to successfully resettle refugees and expand their capacity and resources as needed.

Funded activities focus on increasing the capacity of resettlement agencies, their affiliates, community partners, and new participating organizations to provide initial reception and placement services to refugees within their first 30 to 90 days of arrival in the United States.

The funding opportunity is assigned to CFDA 19.510, the U.S. Refugee Admissions Program.
