About this opportunity

This Notice of Intent announces that the United States Department of Energy's National Energy Technology Laboratory intends to issue Funding Opportunity Announcement DE-FOA-0003077 titled "Regional Scale Collaboration to Facilitate a Domestic Critical Minerals Future: Carbon Ore, Rare Earth, and Critical Minerals (CORE-CM) Initiative." The anticipated FOA seeks to advance critical mineral supply chains from unconventional feedstocks such as coal waste and brines by funding applicants to produce rare earth elements, critical minerals, and novel carbon-based products. Eligible applicants include industry, academia, government, tribes and communities who will develop strategies to realize each region's economic potential for critical minerals and carbon products. Applications will be accepted through Grants.gov and evaluated based on the overall strength of the proposed approach and capabilities. The deadline to apply is March 31, 2024.

Award amounts and performance locations will be determined upon release of FOA DE-FOA-0003077. Based on the objective to expand the focus from individual basins to larger regions nationwide, it is expected that successful applicants will perform work across broad geographic areas to facilitate a domestic critical minerals future and establish critical mineral supply chains from regional feedstock sources. Funding will be provided through cooperative agreements with the Department of Energy's National Energy Technology Laboratory and Fossil Energy and Carbon Management Program.

The United States Department of Energy (DOE's) Fossil Energy and Carbon Management Program intends to issue Funding Opportunity Announcement (FOA) no. DE-FOA-0003077 titled "Regional Scale Collaboration to Facilitate a Domestic Critical Minerals Future: Carbon Ore, Rare Earth, and Critical Minerals (CORE-CM) Initiative". This Notice of Intent to Issue (NOI) is for informational purposes only; the Department of Energy is not seeking comments on the information in this notice and applications are not being accepted at this time. DOE will not accept questions at this time regarding issuance of the FOA. Details on how to submit questions and comments will be provided in the FOA, if issued. Any information contained in this notice is subject to change. This Notice of Intent supports DOE's current vision to secure diverse, resilient, domestic critical minerals and materials (CMM) supply chains. The purpose of the anticipated DE-FOA-0003077 is to continue the work of the Carbon Ore, Rare Earth, and Critical Minerals (CORE-CM) Initiative basinal assessment and development of CMM supply chains from unconventional and secondary feedstocks to produce rare earth elements (REEs), critical minerals (CMs), and novel, high-value, nonfuel, carbon-based products (CBPs) as part of the next generation of domestic U.S. materials. Realizing the CM potential in these feedstocks would enable the U.S. to reduce its dependence on REE and CM imports and establish and advance a domestic CMM supply chain. The anticipated FOA will expand the focus from the basin scale to a larger, regional scale with the goal of nationwide coverage.DISCLAIMER: This Notice of Intent is for informational purposes only and the Department of Energy is not seeking comments on the information contained in the notice.
