About this opportunity
The Notice of Funding Opportunity announces $800 million available through the Fiscal Year 2023 Flood Mitigation Assistance Program administered by the Federal Emergency Management Agency. The FEMA seeks applications from states, territories, Tribal governments, and communities for an estimated 725 subawards across 40 awards to support localized flood risk reduction projects with $520 million, individual flood mitigation projects with $220 million, and capability and capacity building activities with $60 million set aside. Applicants must participate in the National Flood Insurance Program, have an approved hazard mitigation plan, and submit subapplications by February 29, 2024 through the FEMA Grants Outcomes system.
Funding will be distributed through cost sharing ranging from 75-100% federal depending on meeting social vulnerability criteria or property definitions. Projects over $1 million require benefit-cost analysis though streamlined reviews are available, and performance periods are 36 months from the award date. Regulations include environmental compliance, budgeting, lobbying restrictions, and reporting standards.
Synopsis
The Flood Mitigation Assistance (FMA) grant program makes federal funds available to states, U.S. territories, federally recognized Tribal governments, and local governments to reduce or eliminate the risk of repetitive flood damage to buildings and structures insured under the National Flood Insurance Program (NFIP), and within NFIP-participating communities. It does so with a recognition of the growing flood hazards associated with climate change, and of the need for flood hazard risk mitigation activities that promote climate adaptation, equity, and resilience with respect to flooding. These include both acute extreme weather events and chronic stressors which have been observed and are expected to increase in intensity and frequency in the future. From Fiscal Year (FY) 1996 to FY 2019, FMA obligated over $1.5 billion in federal cost share mitigating over 8,000 properties insured by the NFIP.
Projects or initiatives that are eligible for funding under this announcement may or may not involve Geospatial (GIS) issues.
Applicants can submit applications for this funding opportunity through FEMA Grants Outcomes (GO). Access the system at https://go.fema.gov/.
