About this opportunity
The Administration for Community Living is forecasting a cooperative agreement opportunity to support states and territories in modernizing No Wrong Door systems that connect older adults, people with disabilities, family caregivers, and others to services and supports enabling community living, with posting dated October 19, 2026.
Eligible applicants include state governments, city and township governments, county governments, special district governments, public and private higher education institutions, independent school districts, tribal governments (federally recognized and non-federally recognized tribal organizations), public or Indian housing authorities, and 501(c)(3) nonprofits. Faith-based and community organizations meeting eligibility requirements may compete. Foreign entities are ineligible.
The funding activity falls under CFDA 93.048, Special Programs for the Aging, Title IV and Title II, Discretionary Projects. Recent comparable awards under this program reached $450,000 (Washington, June 2025 for No Wrong Door governance enhancement; Mississippi, June 2025 for modernized long-term services access). Larger discretionary awards in the aging services portfolio have exceeded $20 million.
The anticipated opportunity prioritizes innovative approaches—including emerging technologies and artificial intelligence—that improve access, coordination, and consumer experience while maintaining person-centered practices and strengthening statewide systems. A key objective is building evidence regarding effective approaches for improving access to services. Evaluation criteria emphasize documented need, expected outcomes and benefits, innovative approaches, community-based organization involvement, and projects benefiting disadvantaged populations including low-income, minority, and limited English-speaking populations. Award notification occurs 60 to 90 days from application receipt. Records must be maintained for three years after final expenditure report submission. Non-federal entities expending $750,000 or more in federal awards annually require single or program-specific audit.
Forecast synopsis
The purpose of this funding is to support states and territories in advancing and modernizing their No Wrong Door (NWD) systems through innovative approaches that improve access to services and supports that enable community living. This anticipated opportunity supports ACL's strategic priority to connect people to services by strengthening statewide systems that allow older adults, people with disabilities, family caregivers, and others to easily identify, access, and navigate the services and supports that best meet their needs.
No Wrong Door systems play a critical role in providing person-centered access to information, counseling, eligibility support, and coordinated connections to public and private services. As the demand for services supports continues to grow, states have opportunities to strengthen these systems through innovation, strategic partnerships, and emerging technologies including artifical intelligence that improve access, coordination, and the consumer experience while maintaining person-centered practices. A key objective of this anticipated funding opportunity is to build evidence regarding effective approaches for improving access to services.
