About this opportunity

The National Institute of Standards and Technology (NIST) invites current recipients of Manufacturing Extension Partnership (MEP) Center cooperative agreements to assess the impact of FEMA-declared disasters on small- and medium-sized manufacturers (SMMs) and facilitate their recovery. Award recipients must conduct comprehensive assessments to identify operational impacts, assist SMMs in accessing federal, state, and local recovery resources, and develop risk mitigation plans for future disasters. Key requirements include sharing project results, disaster preparedness lessons learned, and best practices with other SMMs, NIST, and the MEP National Network to enhance disaster resilience across the manufacturing community. Applicants are evaluated based on published selection criteria, with NIST expecting to complete application reviews and make awards within 90 days of submission. The application deadline is May 8, 2026, and applications must be submitted through Grants.gov within 60 days of a relevant FEMA Disaster Declaration.

Award amounts range from $50,000 to $1 million per project, with award periods extending up to 18 months. MEP Centers may apply individually or as part of a consortium to address disaster recovery needs in their respective service areas. Projects are performed within the geographic regions served by the applicant MEP Centers, which collectively cover all fifty states and Puerto Rico, allowing for localized disaster recovery support aligned with each center's existing operational footprint and manufacturing community relationships.

Synopsis

NIST invites applications from current recipients of Manufacturing Extension Partnership Center cooperative agreements (MEP Centers) to perform assessments of small- and medium-sized manufacturers (SMMs) in areas subject to a FEMA Disaster Declaration. These assessments should be designed to identify the impact, if any, to the operations of the SMMs as result of the subject disaster. MEP Centers receiving funding pursuant to this program must also assist impacted SMMs in identifying and accessing Federal, State and local resources to aid in business recovery efforts and, as appropriate, in the development of a risk mitigation plan for future disasters. Award recipients will further be required to share the results of their project, including disaster preparedness lessons learned and SMMs best practices, with other SMMs, NIST and the MEP National NetworkTM in order to help the SMM community with future disaster resilience planning efforts.
