Eligible applicants include federal and state agencies, tribal governments, higher education institutions, nonprofits, for-profit organizations, and small businesses. Applications will be evaluated based on eligibility and responsiveness, merit, programmatic, budget, and risk review criteria as specified in the Notice of Funding Opportunity. Research and evaluation activities will be conducted at recipient facilities and research sites, frequently in partnership with state and local criminal justice agencies across diverse geographic regions. Successful applicants must retain all records pertaining to the award for three years from the date of final expenditure report submission and comply with uniform administrative requirements established in 2 CFR 200, with quarterly distribution of awarded funds.
