About this opportunity
The National Institute of Justice, under the Department of Justice Office of Justice Programs, is soliciting proposals for research and evaluation studies designed to improve the examination and interpretation of physical evidence in forensic science laboratories. Applicants must submit rigorous research projects that either identify and inform the forensic community of best practices through evaluation of existing and emerging laboratory protocols or provide direct and immediate impact on laboratory efficiency and laboratory policy decisions. Eligible applicants include state and local governments, higher education institutions (both public and private), tribal governments and organizations, county and city governments, for-profit organizations, nonprofit organizations, small businesses, and special district governments. Selection criteria will be determined through a comprehensive merit review process that includes eligibility and responsiveness, merit, programmatic, budget, and risk reviews, with final award decisions made by the Assistant Attorney General. The application deadline is June 3, 2026, with proposals submitted through JustGrants.
Award amounts for this program have historically ranged from approximately $25,000 to $2.1 million, with project periods typically spanning one to five years; however, specific award ranges for this solicitation should be confirmed in the detailed Notice of Funding Opportunity. Research and evaluation activities will be performed at recipient facilities and research sites, frequently in partnership with state and local criminal justice agencies across diverse geographic regions. Award periods generally range from 12 to 36 months, with funds released on a quarterly basis, and all successful applicants must maintain records for three years following submission of the final expenditure report and comply with uniform administrative requirements outlined in 2 CFR 200.
