About this opportunity
The National Institute of Justice (NIJ), under the Department of Justice Office of Justice Programs, is seeking applicants through an invited-to-apply mechanism to enhance operations of a Novel Psychoactive Substance Discovery, Education, and Reporting Institute (NPS Discovery). This institute will rapidly identify and report newly emerging opioids, stimulants, and other drugs that may cause intoxication, impairment, or adverse effects. Applicants must demonstrate capability to conduct scientific research and develop practical tools applicable to criminal justice agencies at state and local levels. Proposals will be evaluated by external peer review panels on technical quality, merit of the research problem addressed, and alignment with program objectives. The application deadline is February 25, 2026, with submission via the JustGrants system.
Award values under the National Institute of Justice Research, Evaluation, and Development Project Grants program typically range from approximately $25,000 to $6.9 million, with project periods spanning 1-5 years. Recent awards have been predominantly granted to research universities, nonprofit research organizations, and forensic science institutions. Performance of work is expected at recipient facilities, research sites, and in collaboration with relevant local jurisdictions. All financial records must be retained for three years from submission of the final expenditure report, and applicants must comply with 2 CFR 200 regarding uniform administrative requirements, cost principles, and audit requirements.
