About this opportunity

The National Institute of Justice is soliciting a cooperative agreement application from the National Policing Institute (LEADS) Scholars Program with a September 24, 2026 deadline; only the invited applicant National Policing Institute is eligible to apply. The program receives a single award of one million dollars across a 12-month period of performance beginning January 1, 2027.

The LEADS Scholars Program builds in-house research capabilities of law enforcement agencies by developing data and research skills of individuals employed by and engaged with these agencies. The program provides three-year merit-based scholarships covering travel and registration costs for attendance at an NIJ Summer Session in Washington, DC featuring policing research seminars, professional development, and meetings with Department of Justice subject matter experts.

Scholars must deliver scholarly products including peer-reviewed journal articles or equivalent scientific outputs, dissemination products for practitioners and policymakers, archived datasets deposited with the National Archive of Criminal Justice Data, and a final research report. Recipients must submit quarterly financial reports, semi-annual and final performance reports, and comply with all federal compliance requirements including civil rights laws, financial management standards, and data archiving obligations.

The opportunity is funded under CFDA 16.560 (National Institute of Justice Research, Evaluation, and Development Project Grants) and authorized by Title I of the Omnibus Crime Control and Safe Streets Act of 1968 and the Homeland Security Act of 2002. Applications require two-step submission: the SF-424 form to Grants.gov by September 24, 2026 at 11:59 p.m. Eastern Time, followed by complete application submission to JustGrants by September 25, 2026 at 8:59 p.m. Eastern Time.
