About this opportunity

The National Institute of Justice is soliciting applications for research and evaluation projects on human trafficking, with applications due November 16, 2026, and up to five awards totaling $2.5 million anticipated by January 1, 2027. No cost share is required.

Eligible applicants include state and local governments, county and city/township governments, special district governments, tribal governments (federally recognized and non-federally recognized tribal organizations), public and private higher education institutions, independent school districts, public or Indian housing authorities, 501(c)(3) nonprofits, small businesses, and for-profit organizations.

The program supports rigorous research and evaluation addressing three topic areas: (1) justice system and other initiatives to prevent trafficking or prevent further harm after occurrence, (2) evaluation of federal policies that may have unintended consequences perpetuating or increasing trafficking, and (3) applied research and program evaluations directly supporting effective services for American trafficking victims. Proposals must include cost-benefit and cost-effectiveness analyses where applicable for evaluation research.

The project narrative is limited to 30 pages (double-spaced, 12-point font, 1-inch margins) and is scored across five sections: Statement of the Problem (5 percent), Project Design and Implementation (40 percent), Capabilities and Competencies (15 percent), Potential Impact (25 percent), and Budget (15 percent). Required application components include biographical sketches, current and pending support documentation, and a data management and sharing plan.

The performance period is 60 months. A two-step submission process is required: SF-424 completion in Grants.gov by November 16, 2026, at 11:59 p.m. ET, followed by full application submission in JustGrants by November 23, 2026, at 8:59 p.m. ET. NIJ is releasing this opportunity in collaboration with the Office for Victims of Crime.
