About this opportunity
The National Institute of Justice is soliciting a cooperative agreement application to enhance operations of a Novel Psychoactive Substance Discovery, Education, and Reporting Institute with an October 7, 2026 application due date; only The Frederic Rieders Family Renaissance Foundation, which received an official invitation letter from NIJ, is eligible to apply. The award totals $1,000,000 for one cooperative agreement with a 36-month period of performance beginning January 1, 2027. No match funding is required.
The institute must establish an open-access drug early warning system with four primary functions: surveillance and monitoring of newly emerging opioids, stimulants, and other psychoactive substances through continuous testing panel development and sample analysis; development of analytical resources including new testing methodologies and test scope recommendations for laboratories; creation and curation of a forensically relevant drug database with standardized reporting formats; and education and knowledge transfer through peer-reviewed publications, webinars, and a listserv. Deliverables include scholarly products, research dissemination materials, and archived datasets. The proposal narrative is limited to 20 pages and must address the statement of the problem, project design and implementation, organizational capabilities, and potential impact. Budget submissions must be detailed and reasonable, with all costs directly supporting research activities.
Applications require a two-step submission process: completion of the SF-424 form in Grants.gov by October 7, 2026 at 11:59 p.m. ET, and submission of the full application in JustGrants by October 13, 2026 at 8:59 p.m. ET. The assistance listing number is 16.560.
