About this opportunity
The National Institute of Justice is soliciting an application for grant funding to complete a research project on universal detection of gunshot residue using vibrational spectroscopy, with an SF-424 application due October 7, 2026. This is an invited-only opportunity; only the Research Foundation for the State University of New York is eligible to apply.
The anticipated award is up to $402,889 for a 36-month period of performance beginning January 1, 2027. No cost share or matching funds are required. This is a single-award opportunity under the National Institute of Justice Research, Evaluation, and Development Project Grants program (CFDA 16.560).
The project aims to advance forensic science research by improving the understanding of accuracy, reliability, and measurement validity of gunshot residue detection methods for criminal justice purposes. Applicants must address the research problem, project design and implementation, organizational capabilities and competencies, and potential impact through a proposal narrative not exceeding 20 pages. Required application components include biographical sketches and current and pending support forms for all key personnel, a detailed budget with cost justifications, and supporting documentation such as indirect cost rate agreements if applicable.
The research must produce scholarly products, dissemination materials suitable for practitioners and policymakers, technical summaries, and archived datasets. Applications require two-step submission: the SF-424 form in Grants.gov by October 7, 2026 at 11:59 p.m. ET, followed by complete application submission in JustGrants by October 13, 2026 at 8:59 p.m. ET.
Synopsis
This opportunity seeks to direct the findings of basic scientific research; foster research and development in broader scientific fields applicable to forensic science; and support ongoing forensic science research toward the development of highly discriminating, accurate, reliable, cost-effective, and rapid methods for the identification, analysis, and interpretation of forensic evidence for criminal justice purposes. Toward that end, it aims to complete funding for the project "A Universal Method for the Detection of Gunshot Residue using Vibrational Spectroscopy" (15PNIJ-24-GG-03857-NIJB).
Eligibility
Only the applicant that received an official invitation letter from NIJ is able and eligible to apply. Please refer to that letter for eligibility requirements. The application will only be accepted from: RESEARCH FOUNDATION FOR THE STATE UNIVERSITY OF NEW YORK
