About this opportunity

The National Institute of Dental and Craniofacial Research is soliciting applications for phased, cooperative agreement research to plan and implement clinical trials testing drugs, biologics, devices, and procedures in dental, oral, and craniofacial health, with applications due January 6, 2028.

Eligible applicants include 501(c)(3) and non-501(c)(3) nonprofits, public and private higher education institutions, state and local governments, tribal governments and tribal organizations, special district and housing authorities, for-profit organizations, small businesses, and independent school districts. Additionally eligible are historically Black colleges and universities, Hispanic-serving institutions, Alaska Native and Native Hawaiian serving institutions, Asian American Native American Pacific Islander serving institutions, tribally controlled colleges and universities, faith-based and community-based organizations, federal agencies, and regional organizations. Non-domestic entities and foreign components of U.S. organizations are not eligible; however, foreign components as defined in the NIH Grants Policy Statement are permitted.

Awards are structured as UG3/UH3 cooperative agreements, with the UG3 phase supporting clinical trial planning and the UH3 phase supporting implementation. The opportunity funds research within the National Institute of Dental and Craniofacial Research mission addressing oral diseases, disorders, and craniofacial conditions. Applicants must use the FORMS-I general and research-specific instructions, with research applications requiring compliance with both basic and form instructions designated for research applications.

Applications undergo two-level peer review: initial review by an extramural peer review group composed of scientists, followed by secondary review by the National Advisory Dental and Craniofacial Research Council. Evaluation criteria include scientific merit and significance of proposed study objectives, investigator competency, innovation and novelty of concepts and methodologies, technical adequacy of experimental design, adequacy of facilities and resources, necessity of budget components, and relevance to NIDCR program objectives. Also evaluated but not scored are human subjects protections, inclusion of women and minorities, animal welfare, biosafety, resource sharing plans, and authentication of key biological and chemical resources.

The program operates under CFDA 93.121 (Oral Diseases and Disorders Research).
