About this opportunity
The Naval Sea Systems Command (NAVSEA), on behalf of Naval Surface Warfare Center Dahlgren (NSWC DD), is soliciting research proposals from colleges and universities under the Naval Engineering Education Consortium Broad Agency Announcement for Fiscal Year 2026, with formal application due date to be announced upon publication of the Notice of Funding Opportunity (the pre-release period closed on August 29, 2025).
Eligible applicants are public and private higher education institutions only. All proposals must demonstrate direct collaboration with Navy scientists and engineers, describe transition pathways to naval application, and include student participation opportunities supporting Department of Defense workforce development.
NSWC DD coordinates research across nine NSWC divisions and two Naval Undersea Warfare Center (NUWC) facilities. Award values and project scopes vary by topic. Representative annual funding levels include approximately $145,000 per topic for NSWC Crane topics (three-year performance totaling approximately $435,000), approximately $125,000 annually for NSWC Panama City topics, and $150,000 annually for NSWC Philadelphia and NUWC Keyport topics. Research topics span Naval Architecture and Ship Design, Robotics and Autonomous Systems, Advanced Manufacturing, Artificial Intelligence and Machine Learning, Sensors and Electromagnetic Systems, Hypersonic Materials, Energetic Materials, Underwater Acoustics, Additive Manufacturing, Predictive Maintenance, and Unmanned Aerial Systems. NSWC Carderock prioritizes undergraduate or combined graduate student efforts. The Joint Hypersonics Transition Office emphasizes faculty-led research with undergraduate involvement, modeling and simulation, and ground and flight testing.
Evaluation criteria include overall scientific and technical merit, naval relevance to Navy and Marine Corps mission, applicant capabilities and facilities, principal investigator qualifications, and cost realism. The program operates under Assistance Listing 12.300 (Basic and Applied Scientific Research) with periods of performance typically spanning three to five years.
