About this opportunity

The Department of Health and Human Services Administration for Children and Families (ACF) is soliciting applications for the Native Hawaiian Resource Center on Domestic Violence (NHRCDV), a cooperative agreement designed to provide comprehensive statewide community education, training, and technical assistance to organizations serving Native Hawaiians. The primary objective is to enhance the capacity of service providers to respond to family, domestic, and dating violence in a culturally sensitive manner. Eligible applicants include public and private higher education institutions and non-profit organizations, with preference given to those proposing to establish or maintain a resource center in Hawaii. Evaluation criteria will focus on organizational capacity, project objectives, approach, expected outcomes, budget, and evaluation plans, with bonus points available for Hawaii-based proposals. The application deadline is September 2, 2025, with an anticipated project start date of September 30, 2025.

The grant will provide up to $1,000,000 for a 36-month project period, structured with three 12-month budget periods. The NHRCDV will be part of the Family Violence Prevention and Services (FVPSA) Training and Technical Assistance Resource Network, targeting organizations in states with a Native Hawaiian population exceeding 10%. Applicants must demonstrate the ability to provide leadership and support to existing programs serving domestic violence victims and their children, with a focus on intervention and prevention strategies. The project will operate within the broader context of the Family Violence Prevention and Services/Discretionary Federal Grant Program (CFDA 93.592), emphasizing culturally specific and trauma-informed approaches to domestic violence support.
