About this opportunity

The Department of Health and Human Services Indian Health Service is forecasting a cooperative agreement to fund the National Urban Indian Health Program (Education and Research), which strengthens behavioral health services for Urban Indian communities through technical assistance, training, information sharing, strategic planning, and quality improvement. This is a forecast with no hard application deadline specified; applicants should monitor the Federal Register for the formal Notice of Funding Opportunity.

Eligibility is restricted to 501(c)(3) nonprofit organizations. The program supports Urban Indian Organizations through culturally appropriate behavioral health service expansion and improved access to care for American Indian and Alaska Native populations living in urban areas.

The program operates under CFDA 93.654 (Indian Health Service Behavioral Health Programs). The primary objective is to reduce the prevalence of suicide among AI/AN populations by improving care coordination and expanding behavioral health care services. Funded activities encompass screening and assessment for mental illness, substance use disorders, opioid use disorder, suicidality, and trauma; evidence-based outpatient treatment; care coordination; staff cross-training in trauma-informed care and suicide intervention; and electronic health record integration to support warm handoffs between primary and behavioral health providers.

Selection criteria include the statement of problem requiring solution, need for assistance, expected results or benefits, soundness of the applicant's plan, key personnel capability, adequacy of management controls, demonstrative aspects of the project, and compatibility with Indian Health Service goals and objectives. Project periods are limited to five years or less, with annual noncompetitive continuation applications required within the funded period. Non-Federal entities expending $1 million or more in Federal awards in a fiscal year must obtain an annual audit in accordance with 2 CFR 200.501.
