Eligible applicants are any public or private nonprofit entity, including tribal organizations, state and local governments, higher education institutions, and special district governments. No cost share is required. One cooperative agreement will be awarded for a 24-month period of performance consisting of two 12-month budget periods, with an optional competitive third year to support sustainability. The funded organization must provide training and technical assistance to approximately 82 Title X grant recipients and their 1,600 sub-recipients operating over 3,800 service sites nationwide serving close to 3 million low-income individuals annually.
The National Training Center must develop and implement an annual training and technical assistance plan addressing administrative, clinical, and fiscal Title X requirements with equal emphasis, deliver high-quality TTA through multiple modalities, establish a publicly accessible website and knowledge management system within 90 days of award, implement an evaluation plan within 60 days of award, conduct regular stakeholder engagement, host at least one annual clinical convening, and maintain sufficient staffing with subject matter expertise in Title X requirements, reproductive health services, and adult learning principles. Training must incorporate Office of Population Affairs guidance and OASH priorities while promoting body and health literacy, fertility awareness, and reproductive health without unnecessary medicalization.
Merit review criteria weight project significance (25 points), organizational capacity and experience (25 points), technical approach (25 points), collaboration and stakeholder engagement (10 points), project monitoring and evaluation (10 points), and budget justification (5 points). The CFDA number is 93.260. A technical assistance webinar was held July 10, 2026. Applications must be submitted electronically via Grants.gov.
