About this opportunity

The Administration for Community Living seeks one applicant to operate the National Paralysis Resource Center through a cooperative agreement with an application deadline of July 31, 2026 and a single expected award of up to $30 million over three years.

Eligible applicants are domestic public or private nonprofits, state and local governments, Indian tribal governments, faith-based organizations, community-based organizations, hospitals, and higher education institutions. No cost sharing is required.

The award structure provides up to $10 million per 12-month budget period across a three-year performance period (September 1, 2026 through August 31, 2029). Applicants must allocate at least 35 percent of total annual federal funds through open and competitive subawards to eligible nonprofit community-based organizations, with subaward funds spent within 12 months and prohibited from medical services or fundraising.

The NPRC will operate as the nation's information and referral hub for people living with paralysis, delivering trusted information, peer support, community-based resources, and capacity-building services. Required activities include maintaining a Section 508-compliant, multilingual website; recruiting and training peer mentors nationwide; managing competitive subawards; conducting outreach and promotional activities; establishing partnerships with relevant organizations; and implementing comprehensive evaluation systems including a public dashboard by year two.

Merit review allocates 15 points to project relevance and current need, 35 points to approach, 20 points to impact, 20 points to organizational capability and expertise, and 10 points to budget narrative. Applicants submit through Grants.gov a 50-page project narrative, budget narrative, work plan, logic model, letters of commitment from key partners, and proof of nonprofit status (CFDA 93.325).

Synopsis

The NPRC will serve as the nation"s go‐to source for trusted information, real‐time help, community capacity‐building, and peer support and community-based resources that promote independence and participation. The NPRC will advance independence, informed choice, and full participation in community life for individuals living with paralysis. The NPRC will improve the health and quality of life of people living with paralysis by reducing environmental, social, and systemic barriers to health and community living. The program will also strengthen community capacity through competitive subawards and tracks progress through performance measures and a public dashboard.
