About this opportunity

The Department of Health and Human Services Public Health Service is soliciting applications for grants to implement community-based models increasing participation of underrepresented populations in lupus clinical trials, with applications due July 10, 2026. Six awards of approximately $500,000 each are anticipated from a total of $3 million in funding; this represents a correction from an earlier notice that cited 50 expected awards.

Eligible applicants include special district governments, public and private higher education institutions, 501(c)(3) and non-501(c)(3) nonprofits, public or Indian housing authorities, city, township, and county governments, tribal organizations (both federally recognized and not federally recognized), independent school districts, state governments, and for-profit organizations.

Projects must establish and sustain trusted community partnerships with at least two collaborative organizations, including healthcare providers, professional organizations, or clinical trial recruitment-experienced entities. Work spans the full clinical trial participation pathway: awareness, referral, screening, enrollment, and retention. Applicants must implement evidence-informed, culturally and linguistically appropriate interventions aligned with National CLAS Standards and demonstrate measurable outcomes including baseline referral, screening, and enrollment counts verified by partnering clinical trial sites. Projects require process and outcomes evaluations, dissemination of findings, and quarterly performance reports.

The period of performance is 36 months beginning September 30, 2026. Applications must be submitted electronically via Grants.gov and include a project narrative (40-page limit), appendices including work plans and logic models (combined 65-page limit), and comprehensive budgets not exceeding $500,000. Merit review criteria address significance, goals and objectives, project plan, organizational capacity, evaluation plan, and dissemination strategy. Funding is listed under Assistance Listing 93.137, Community Programs to Improve Minority Health. A technical assistance webinar is scheduled for June 24, 2026.

Synopsis

This notice solicits applications for projects to implement integrated, community-based models that increase participation of underrepresented populations in lupus clinical trials across the full participation pathway, including awareness, referral, screening, enrollment and retention.
