About this opportunity

The Department of Health and Human Services (HHS) Administration for Children and Families is seeking applications for a five-year cooperative agreement to operate the National Human Trafficking Hotline (NHTH). The NHTH is a 24/7 toll-free hotline that provides emergency assistance, information, and referrals to victims of human trafficking via telephone, text, and chat. Key requirements include maintaining the capacity to handle at least 12 simultaneous calls and 170 calls per day, developing a referral network of at least 2,000 service providers, providing services in English and Spanish, implementing a risk assessment system, coordinating with law enforcement when appropriate, and maintaining a comprehensive website. The application will be evaluated on the applicant's approach, organizational capacity, performance evaluation plan, and budget, with potential bonus points for demonstrated experience in trafficking victim services. The application is due by May 30, 2025.

The cooperative agreement will provide between $5-9 million per year for a five-year project period to operate the NHTH. The recipient must be able to respond to at least 170 calls and 50 texts daily, with specialized protocols for serving minor victims. The hotline will serve individuals experiencing human trafficking across the United States and its territories.
