The grant funds Research, Development, Test & Evaluation (RDT&E) tasks across four pillars: workforce development, applied research infrastructure, collaborative networks, and strategic analysis for Department of War leadership. No cost sharing is required. The period of performance is subject to proposed projects. Applications must be submitted through Grants.gov and will be accepted on a rolling basis.

Applicants must be registered in the System for Award Management (SAM) with a valid Unique Entity Identifier (UEI) prior to submission. The award type is a grant, not a cooperative agreement. Applications must include a cover letter (optional, one page), cover page with NFO number and technical point of contact, project abstract summary, and a ten-page project narrative describing proposed work, management structure, project schedule and milestones, cost breakdown by task, key personnel, anticipated sub-awards, and public benefit statement. Submissions must be in PDF format using Times New Roman 12-point font with one-inch margins.

Award recipients must comply with all applicable federal regulations, national policy requirements including nondiscrimination, environmental protection, human subjects research protections, animal research regulations, and Section 889 of the National Defense Authorization Act prohibiting certain telecommunications equipment from covered entities. A copy of the current A-133 audit report is required at award; no audits are required during the life of the grant. Records shall be maintained in accordance with OMB Circulars A-110 and A-133.

The Assistance Listing number is 12.032 under the Department of War Cyber Academic Engagement Office. The grants officer is Jonathan E. Bertsch (jonathan.e.bertsch.civ@mail.mil) and the grants specialist is Fedline Crowell (fedline.crowell.civ@mail.mil). The NFO number is HQ003426NFOECAD06.
