About this opportunity
The Health Resources and Services Administration is soliciting applications for the Medical Student Education Program to provide grants to public medical schools in top-quartile states with projected primary care physician shortages, with applications due September 1, 2026. Eligible applicants are limited to accredited public medical schools located in Alabama, Arizona, Florida, Georgia, Kentucky, Mississippi, Nevada, New Jersey, Oklahoma, Tennessee, Texas, or Utah; schools currently receiving MSE funding under HRSA-23-124 or HRSA-24-074 are ineligible. A minimum 1% cost share match is required, with a maximum of 10%.
Total available funding is $13,000,000 to support approximately 8 grant awards, with individual awards ranging from $1,000,000 to $1,625,000 annually. Applicants may not exceed their Year 1 request amount in subsequent years. The period of performance runs from December 1, 2026, through June 30, 2031, comprising a 7-month first budget year followed by four 12-month budget periods. Indirect costs cannot exceed 8% of modified total direct costs.
The program funds expansion and enhancement of medical student education focused on primary care careers in rural, tribal, and underserved areas. Required activities include expanding student enrollment with academic, financial, and social support; developing evidence-based nutrition and chronic disease curricula; establishing primary care clinical rotations at Teaching Health Centers or community-based settings such as Federally Qualified Health Centers and Indian Health Service programs; and partnering with community organizations in underserved areas. The Project Director must be a board-certified physician employed by the applicant, dedicating approximately 20 percent time to grant activities.
Merit review criteria are weighted as follows: Need (15 points), Response (35 points), Performance Management (15 points), Impact (15 points), Resources and Capabilities (10 points), and Support Requested (10 points). Two optional funding priorities offer 2 points each for schools in states with multiple federally recognized tribes and those demonstrating existing public-private partnerships. Expected award date is November 2, 2026. The Assistance Listing number is 93.680.
