About this opportunity

The Department of Health and Human Services Health Resources and Services Administration is forecasting a grant opportunity under the Maternal, Infant, and Early Childhood Home Visiting Program (MIECHV) to fund voluntary, evidence-based home visiting services for pregnant women and families with young children; no hard application deadline is published in this forecast notice.

Eligible applicants are the 48 states currently funded under MIECHV, the District of Columbia, Puerto Rico, Guam, the U.S. Virgin Islands, the Commonwealth of the Northern Mariana Islands, American Samoa, and the two nonprofit organizations currently serving Florida and North Dakota. For states that have not elected to participate, nonprofit organizations with an established record of providing early childhood home visiting programs are eligible to apply to carry out programs within those states.

The program funds grants (and periodically cooperative agreements) to improve maternal and child health, early childhood development, and family well-being. Grantees conduct statewide needs assessments to identify at-risk communities, reach statutorily-defined priority populations including pregnant women, families with low income, young parents, those with substance use history, and military families, and select from 24 approved evidence-based home visiting models or promising approaches. Home visits are delivered by nurses, social workers, or other trained professionals beginning prenatally through kindergarten entry.

Base grant funds are awarded annually using a statutory formula. Matching grant funds, contingent on state non-federal matching contributions, are awarded annually beginning in FY 2024. Cooperative agreements are competitively awarded every three to five years, with annual noncompetitive awards possible thereafter contingent on progress reports and fund availability.

Final funding decisions are made four to six months after application receipt. Recent competitive awards range from approximately $1.3 million to $90 million. The program operates under CFDA 93.870.
