About this opportunity
The U.S. Army Corps of Engineers, Fort Worth District, seeks a Non-Federal Entity to conduct a multi-year cooperative agreement for marine mammal and habitat monitoring focused on Cook Inlet beluga whale prey at Joint Base Elmendorf-Richardson (JBER) in Alaska. The project requires continuous passive acoustic monitoring, visual observations, ice monitoring, eDNA sampling, and data processing to support endangered species compliance and environmental management. Key qualifications include recent experience working with odontocetes (preferably belugas in Alaska), expertise in high tidal exchange areas, and demonstrated capability on military installations. Applicants must submit a Statement of Interest by Noon CDT on May 4, 2026, with questions due by Noon CDT on April 20, 2026, to either Yvonne Howard (yvonne.howard@usace.army.mil) or David Leptien (david.b.leptien@usace.army.mil). All recipients and subrecipients must have an active NIST SP 800-171 DOD assessment performed within the last three years for award eligibility. The Statement of Interest will be evaluated by a review board to identify the most qualified applicants, who will then be invited to submit full proposals.
Approximately $522,500 is available for the base period of 18 months from the award date, with potential additional funding for six optional 18-month follow-on periods subject to funding availability. The base period consists of 12 months of technical support and 6 months of administrative activities for onboarding, preparation, seasonal delays, analysis, and reporting. Awards will be administered through the Cooperative Ecosystem Studies Units (CESU) Program with a fixed indirect rate of 17.5%. Performance will occur at Joint Base Elmendorf-Richardson in Alaska, with priority consideration given to Federal and State agencies responsible for fish or wildlife conservation.

Project Title: MARINE MAMMAL AND HABITAT MONITORING COOK INLET BELUGA WHALE PREY for JOINT BASE ELMENDORF-RICHARDSON (JBER)
Brief Description: Work is to be performed for the U.S. Air Force, Pacific Air Forces Regional Support Center (PRSC), 673d Civil Engineering Squadron (CES) at Joint Base Elmendorf-Richardson (JBER) through a cooperative agreement with a Non-Federal Entity (NFE). The purpose of this project is to conduct a multi-year study of the endangered Cook Inlet beluga whale (CIBW) and their habitat in and around JBER.
