About this opportunity
The Department of State's Bureau of International Narcotics and Law Enforcement Affairs (INL) is seeking a cooperative agreement recipient to provide logistical support for border security, counternarcotics, criminal deterrence, and counterterrorism projects in El Salvador under the Central America Regional Security Initiative (CARSI) program. The successful applicant must deliver integrated logistical coordination and structured program evaluation services, including coordinating travel and venue arrangements for INL-sponsored events, maintaining logistical documentation, facilitating participant vetting, and designing and administering pre-training, post-training, and follow-up surveys. Eligible applicants are U.S.-based and foreign-based non-profit and non-governmental organizations that must register with SAM.gov and obtain a Unique Entity Identifier (UEI). Applications will be evaluated on four criteria: project analysis and design (40 points), program monitoring and risk (20 points), institutional record and capacity (25 points), and cost effectiveness (15 points). Applicants must comply with Leahy Amendment vetting requirements, anti-discrimination laws, and trafficking in persons compliance certifications. Questions must be submitted by January 30, 2026, at 11:59 PM EST, and completed applications are due February 6, 2026, at 11:59 PM EST via Grants.gov.
One cooperative agreement award is anticipated with funding ranging from $1,500,000 to $2,000,000 from FY23 Capacity Enhancement funds, with an estimated implementation period of 24 months beginning in March 2026. The project aims to strengthen the operational readiness of Salvadoran institutions to combat transnational crime, including drug trafficking, human trafficking, smuggling, and illicit finance. Performance of the project will take place in El Salvador, with recipients required to submit quarterly performance reports through INL's DevResults system and maintain compliance with all federal requirements throughout the 24-month period.
