About this opportunity
The Bureau of International Narcotics and Law Enforcement Affairs of the Department of State is soliciting applications for a cooperative agreement to provide logistical support for citizen security, counternarcotics, border security, criminal deterrence, and law enforcement projects in Honduras, with applications due October 16, 2026. One award of $6.0 to $7.0 million will fund a single cooperative agreement with an estimated 12-month implementation period beginning February 2027.
Eligible applicants include U.S.-based and foreign-based non-profit organizations, educational institutions subject to section 501(c)(3) of the U.S. tax code or section 26 US 115, and for-profit organizations with demonstrated experience in justice sector reform and law enforcement support in international environments. No cost share is specified.
The grantee will manage training logistics, coordinate travel and lodging for INL-sponsored activities, arrange transportation including air travel under the Fly America Act and ground transportation, procure supplies and equipment, conduct Leahy vetting coordination for security force members, provide operational support such as travel advances and vehicle maintenance, support law enforcement task forces and judicial actors, and strengthen institutional systems for Honduran agencies. The grantee must establish a request management system, develop vendor partnerships, maintain compliance with U.S. Government acquisition regulations and Department of State per diem rates, and submit quarterly performance reports through INL's DevResults system.
All organizations must obtain a Unique Entity Identifier (UEI) and register in SAM.gov; subrecipients must have a UEI before receiving funds. The project benefits Honduran law enforcement personnel, prosecutors, judges, and third-country national advisors. This opportunity is funded under the Trans-National Crime program (CFDA 19.705) as part of the Central America Regional Security Initiative (OFOP0003602). Questions are due September 11, 2026.
Synopsis
The Bureau of International Narcotics and Law Enforcement Affairs of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a logistics and travel support project that strengthens public security, justice, and combats illicit drug trafficking and transnational organized crime. Through this cooperative agreement, the grantee will provide logistical, operational, and technical support to the Government of Honduras (GOH) to enhance its ability to prevent, investigate, and prosecute crimes, especially those linked to narcotics trafficking, corruption, and transnational organized crime. The project's goal is to improve the operational readiness, professionalism, and coordination of Honduran law enforcement and justice sector institutions. Activities will include managing and supporting training and professional development events; coordinating travel and logistics for operations; conducting procurement of supplies, services, and equipment required for training delivery and operational support; ensuring cost-effectiveness, transparency, and compliance with applicable U.S. Government acquisition regulations; providing limited equipment and maintenance support, and strengthening institutional systems that help government agencies work more efficiently and transparently. This project benefits Honduran law enforcement personnel, prosecutors, judges, and other justice sector actors who participate in INL-supported initiatives, as well as third-country national (TCN) advisors who provide technical or operational assistance. By improving the government's ability to respond to crime and uphold justice, the project helps make both Honduras and the United States safer and more secure.
