About this opportunity
The National Institutes of Health is forecasting a limited competition grant opportunity to enable federally recognized Tribes and Tribal entities to establish or enhance Institutional Review Boards, with applications subject to peer review and merit-based selection.
Eligible applicants include a federally recognized American Indian/Alaska Native Tribe as defined under 25 U.S.C. 1603(14); a Tribal college or university, Tribal health program, or Tribal organization as defined under 25 U.S.C. 1603(24), (25), and (26), respectively; or a consortium of two or more of those Tribal entities. Foreign organizations may participate only if one or more federally recognized Tribes with ancestral catchment areas crossing the U.S. border are engaged in the proposed project.
The TIRBEE program builds capacity and infrastructure for biomedical research involving human participants in federally recognized Tribal communities by expanding Institutional Review Board review and oversight capabilities. All applications undergo standard NIH peer-review processes; only meritorious applications receive consideration for funding.
The opportunity is funded under the Biomedical Research and Research Training program (CFDA 93.859). A NOFO will provide specific details on award ceilings, floors, expected number of awards, period of performance, detailed evaluation criteria, and application deadlines. As a limited competition, the solicitation will invite applications from eligible organizations rather than remain open to all applicants within eligible categories.
