About this opportunity

The Administration for Community Living is seeking applications from eligible state agencies to advance respite care services through statewide Lifespan Respite Care systems, with applications due July 22, 2026. Applicants must contribute a 25% non-federal cost share of the total project cost. Ten cooperative agreements totaling $13.29 million are anticipated over a three-year performance period from September 30, 2026, to September 29, 2029, with individual awards ranging from $235,000 to $500,000 per budget period (12 months).

Eligible applicants are state agencies that administer programs under the Older Americans Act, Title XIX of the Social Security Act, or are designated by the Governor. Only one application per state will be funded. The NOFO presents two application options: Option A targets states new to, restarting, or re-establishing Lifespan Respite Care programs; Option B targets states with prior grants seeking to expand and enhance existing programs. States applying under Option B must have already received a program enhancement grant and demonstrate intent to scale collaborations and partnerships.

Required activities include developing or enhancing respite care infrastructure, providing respite services, training and recruiting respite workers and volunteers, providing caregiver information and education, and assisting caregivers in accessing services. All programs must address respite needs across all populations regardless of age, disability, or chronic condition. Applicants must submit a Memorandum of Agreement with their statewide respite coalition and demonstrate collaboration with the state's Aging and Disability Resource Center. Awardees must implement data collection and reporting requirements under the Lifespan Respite Reauthorization Act of 2020.

The Assistance Listing number is 93.072. The expected award date is September 30, 2026.

Synopsis

ACL is seeking applications from eligible state agencies that will advance the provision of respite services through their statewide Lifespan Respite Care system as outlined in the Act. There are two application options for states contained in this single Notice of Funding Opportunity. State Applicants for Option A (Grants to New States and States Re-Establishing Their Core Respite Infrastructures): This opportunity is for states who have never had a grant, OR who had a grant before, but the program has stopped, and they wish to start it up again. State Applicants for Option B (State Program Enhancement Grants): This opportunity is intended for states that have had at least one grant in the past and/or wish to continue building and expanding upon their programmatic activities to enhance and expand the availability of lifespan respite services. Grantees will collaborate with state respite organizations and coalitions to enhance and expand the availability of lifespan respite services. The goal of the program is to enhance state systems and capacities to deliver respite care and related services to family caregivers of children and adults across all age groups, disabilities, and chronic conditions.
