About this opportunity
The Department of Veterans Affairs (VA) is seeking public and non-profit private entities to provide comprehensive legal services for homeless veterans and veterans at risk of homelessness through the Legal Services for Homeless Veterans and Veterans At-Risk for Homelessness (LSV-H) Grant Program. Eligible applicants must be capable of delivering legal services across multiple domains, including housing, family law, income support, criminal defense, domestic violence protection, healthcare access, military discharge upgrades, consumer law, and employment law. The VA will evaluate applications across seven scoring sections, including background, program concept, quality assurance, financial capability, and area linkages, with a minimum cumulative score of 60 points required for consideration. Applicants must demonstrate the ability to provide at least four types of legal services and commit to using a minimum of 10% of funds to serve women veterans. The application deadline is July 7, 2025, at 4:00 p.m. EST, with award announcements expected around August 1, 2025.
The grant opportunity will award approximately $42 million, with VA anticipating approximately 84 grants of up to $500,000 per grantee for a two-year period from October 1, 2025, to September 30, 2027. Grantees will be required to submit quarterly and annual performance reports to monitor their progress and impact. The Legal Services for Veterans Grants program (CFDA 64.056) aims to help veterans overcome legal barriers to housing stability through targeted legal interventions. The place of performance will be determined by the individual grantees, likely spanning various locations across the United States where homeless or at-risk veterans require legal assistance.
Synopsis
Ending and preventing homelessness among Veterans is a priority for VA. VA's Homeless Programs constitute the Nation's largest integrated
network of homeless treatment and assistance services for Veterans. The LSV-H Grant Program's purpose is to award legal services grants to eligible public or non-profit private entities who will provide legal services to eligible Veterans who are homeless or
at risk for homelessness. This NOFO will provide awards designed to address the
needs identified in 38 C.F.R. § 79.20, including legal services related to housing; family
law; income support; criminal defense; protective orders and other matters related to
domestic or intimate partner violence; access to health care; requests to upgrade military discharge or dismissal; consumer law, such as financial services, debt collection, garnishments, usury, fraud, and financial exploitation; employment law; and the top 10 unmet legal needs as enumerated on VA's annual Community
Homelessness Assessment, Local Education and Networking Groups (CHALENG) survey for the grant award cycle.
