About this opportunity
The Department of Health and Human Services Administration for Community Living is soliciting applications for approximately five cooperative agreements to expand or improve the delivery of legal services to older adults through public-private partnerships, with an application due date of August 25, 2026. Applicants must be unrestricted in eligibility (grants and cooperative agreements available to any public or nonprofit private agency, organization, or institution, but not to individuals). The funding will support measurable and sustainable improvements in legal assistance delivery to older adults across a full range of services, from legal advice to full representation, under the Older Americans Act Section 307(a)(11) and implementing regulations 45 C.F.R. 1321.93 and 1324.303.
Evaluation criteria emphasize documented need, expected outcomes and benefits, innovative approach, level of effort, involvement of community-based organizations in planning and implementation, and projects that benefit disadvantaged groups including low-income, minority, and limited English speaking populations. Performance occurs at the state and local levels. Applicants should expect notification of award decisions within 60 to 90 days of application receipt. Non-Federal entities expending $750,000 or more in Federal awards annually are subject to single or program-specific audit under 2 CFR 200, Subpart F. Records must be maintained for three years after submission of the final expenditure report. The opportunity falls under CFDA 93.048, Special Programs for the Aging, Title IV, and Title II, Discretionary Projects.
