About this opportunity
The Department of State Bureau of International Narcotics Law Enforcement is soliciting applications for a cooperative agreement to strengthen Kenyan police command and control during crowd control and less-than-lethal riot response, with an application due date of September 10, 2026.
Eligible applicants include U.S.-based and foreign non-profit organizations, educational institutions, and for-profit organizations, all of which must hold current registration under Kenya's Public Benefit Organizations Act 2013, maintain a Unique Entity Identifier, and have active SAM.gov registration. The prime applicant must perform most project activities rather than function as a pass-through entity.
Total available funding is $1.6 million, with individual awards ranging from a minimum of $500,000 to a maximum of $1.6 million; 1–2 awards are anticipated. Cost share is recommended but not required. The initial project implementation period runs 12 months beginning November 2026, with performance taking place in Kenya.
The program seeks to train Kenyan police commanders, officers, and recruit trainees in less-than-lethal techniques and crowd control strategies. Proposals must address eight potential strategy areas: de-escalation training, less-than-lethal force application, tactical crowd management, scenario-based training, intelligence-led policing, medical response coordination, leadership development, and train-the-trainer programs. Required application documents include SF-424 and SF-424A forms, proposal narrative (maximum 25 pages), performance monitoring plan with Change Map and Performance Indicator Reference Sheet, project risk analysis, budget spreadsheet and narrative, and organizational documentation including audit reports and management capacity assessments.
Technical evaluation criteria weighted at 100 total points assess project analysis and design (35 points), program monitoring and risk management (30 points), institutional record and capacity (20 points), and cost effectiveness (15 points). The opportunity is funded under the Trans-National Crime program (CFDA 19.705) using FY2023 International Narcotics Control and Law Enforcement funds. The question submission deadline is August 13, 2026.
