About this opportunity

The U.S. Army Corps of Engineers, Fort Worth District, is soliciting statements of interest for a cooperative agreement to study juvenile sportfish community and habitat suitability in Florida Bay, with responses due by October 5, 2026 at 10:00 AM Central Time. Applicants must be members of the Cooperative Ecosystem Studies Units program in one of three regions—Gulf Coast, Piedmont-South Atlantic Coast, or South Florida-Caribbean—a restrictive eligibility requirement that eliminates non-CESU organizations.

Approximately $350,000 is available for the base year, comprising $300,000 for mandatory tasks, $40,000 for optional task five, and $10,000 for optional task seven. The indirect cost rate is established at 17.5%. The base period runs 12 months from award, with four optional 12-month follow-on periods available. Award is anticipated in FY 27.

The principal investigator must hold a PhD in biology, ecology, environmental science, or a related field with direct experience sampling spotted seatrout, sportfish, and submerged aquatic vegetation across large spatial scales. Mandatory work includes project initiation meetings, juvenile sportfish and vegetation sampling at 81 locations monthly in four Florida Bay basins from May through November, data analyses, and participation in RECOVER regional team meetings. Work supports the Comprehensive Everglades Restoration Plan monitoring efforts through the RECOVER program.

Applicants must submit statements of interest not exceeding two pages, single-spaced, 12-point font, including organization information, principal investigator biographical sketch, relevant past projects, supporting personnel sketches, innovative techniques and capabilities, and the proposed research's relationship to USACE and DoD missions. Applicants must comply with NIST SP 800-171 DoD assessment requirements and permit requirements for Department of Interior and State of Florida lands. Questions deadline is September 14, 2026. The funding falls under CFDA 12.005, Conservation and Rehabilitation of Natural Resources on Military Installations.
