About this opportunity
The Department of Housing and Urban Development is soliciting applications from public housing authorities to fund employment and earnings advancement services for public housing residents under the Jobs Plus Pilot Initiative (CFDA 14.895). Eligible applicants are restricted to public housing authorities (PHAs) that operate one or more public housing projects meeting minimum size and unemployment criteria; federally recognized tribes, tribally-designated housing entities, non-profit organizations, for-profit organizations, individuals, foreign entities, and sole proprietorships are not eligible. No cost share is required. The program funds locally based, job-driven approaches including case management, work readiness training, employer linkages, job placement and counseling, educational advancement, technology skills development, financial literacy instruction, and childcare and transportation support. A core component is the Jobs Plus Earned Income Disregard, which disregards portions of earned income from rent calculations to incentivize work. Award magnitudes from the most recent obligated round (August 2024) ranged from $1.6 million to $3.7 million, with typical awards around $2.3 million to $2.5 million. HUD has awarded 95 Project Grants totaling $193.8 million since program inception in 2015. All awards are Project Grants; no cooperative agreements are available. Grantees measure success through enrollment in the earned income disregard, program engagement assessed at intake and post-assessment, and continued resident employment beyond the program cycle. Applicants must comply with 2 CFR 200 audit requirements; entities expending $750,000 or more in federal awards annually will undergo single or program-specific audit. The FY 2025 NOFO was posted August 12, 2025, with applications due December 29, 2025, via Grants.gov.
